Expense / Items Tabs

So, all this work to redo the UI, and I still don't think I can reverse the Expenses / Items tabs on Purchase Orders, Bills, Bill Credits so that the Items is listed FIRST.  99% of our PO's, Bills, and Credits have just Items on them.  Can this be done?  Seems like a very simple option...
