Purchase Contract a paid "feature"?

Hi,

We have been awaiting the release of the new purchase contract and blanket purchase order  feature in 2014.2 only to discover today following the release that it is a paid feature that requires another license upgrade to Netsuite.

Could someone please confirm if this is indeed correct as it wasn't mentioned in the release notes and we therefore assumed it would be available to all Netsuite users as a benefit of being a loyal SaaS customer?
