reshipping to customer via UPS

Is there a way to print a new UPS label for a customer without creating a new order?  Once in a while (usually after UPS damage) we reship a replacement to a customer at no charge to the customer.  We could create a new order at $0, but this will skew our data as an order has been added with $0 revenue.

Also, is anything being done about the residential/commercial designation for UPS shipping?  V11 supposedly has the ability on a Sales Order but it does not.  The box to click is on fulfillment of orders one at a time.  We bulk fulfill so this option is not present there either.
