UPS Real-Time not calculating residential rates

We have noticed that in V11 the UPS Real-Time rates are not calculating residential rates even though the customer address is checked as residential.  We have even tried custom shipping address with the residential flag checked, but still the residential rate is not being calculated.

We verified on the UPS web site (calculate time and cost) that rates are incorrect in Netsuite.

ALL ADDRESSES ARE BEING TREATED AS COMMERCIAL DELIVERIES AT LOWER UPS RATES.

WE ARE LOSING MONEY ON EACH SHIPMENT.

Is anyone else noticing this problem?
