Custom Code for 3PL Ship Instructions?

We are an online retail business utilizing a 3rd-party warehousing and logistics provider (3PL).  They inventory, pick, pack and ship our orders for us.  We need to generate "EDI940-type" shipping instructions which can be automatically and/or manually FTP'd to them periodically for fulfillment.  This is essentially a fixed-format CSV text file with minimal information.  We could email them a "Picking Ticket" but I want to eliminate the potential for keystrok errors.

Has anybody done this work already?  My integrator wants 30 hours of consulting time to do this but it seems like a very common and straightforward request.

Ideas?  Referrals?
