Bypass Fulfillment Process?

We have a product that doesn't get shipped.  It's an online product that we sell licences to. However on our webstore (we have an external store with Netsuite checkout) the credit cards aren't processed until we go in and manually fulfill the order.  But we don't have anything to fulfill.

Has anyone out there had to jump this hurdle and can offer some assistance?
