Forcing item-by-item fulfillment

The Fulfill Sales Order screen lists all outstanding orders. The screen does not lend itself to those of us who scan individual items into a box for shipment to customer.

So the question... Is there any way to disable/hide the Submit button in Fulfill Sales Order screen to force a packer to click on the Fulfill link so that they can scan individual inventory items into the box and not accidentally click "Submit" which automatically fulfills the entire order.
