Vendor Fulfill

I'd like to give one of our vendors user access to fulfill and ship sales orders as well as vendor access to POs.

Does anyone know the best way to set this up? What user roles did you assign? Did you set up inventory locations or just enter the location by transaction?

Any tips would be greatly appriciated.
