Using Advanced Billing and Trying to Use Shipping

Is there any way to use the shipping features while still having Advanced Billing on? Here is what we want to do:

1) When a Sales Order is 'fulfilled' by accounting, have the warehouse manager be able to see the list of items fulfilled, so that he can really fulfill them.

2) Have the warehouse manager print shipping labels with barcodes (for UPS integration).

3) Once the warehouse manager has really fulfilled the order, have the inventory count down, and have the order no longer show up on his list to fulfill.

We are trying to have the warehouse manager be in charge of shipping inventory items, but still have advanced billing - where accounting 'fulfills' the sales order.
