Charge for shippping or not?

Is it possible to charge some customers for shipping and not others?

Our ecommerce is setup primarily for our wholesale customers.  We provide distribution and delivery to those customers.  That cost is built into their price. These wholesale customers log into their account, place sales orders via web, and we invoice on account monthly.

However, we do have some retail customers and would like to grow that market.  Can we setup and designate that these retail customers will be charged for shipping when they create the sales order?
