Need help with Shipping Choices

Our shipping scenario:

We ship NO CHARGE to our surrounding areas via local trucks & UPS.  We charge UPS shipping if you are out of our area.

How would I set up our shipping items on Web for this?  I've tried most all combinations and nothing seems to work out.  Anyone have any ideas?

As of yet you can't set your shipping items for particular zip codes?  Companies going to our site can choose free shipping and I would like to somehow eliminate this unless they have an account with us... does this fall into the advanced customized site feature?  I'm afraid to get another feature as I've already purchased 2 and it STILL didn't do what I wanted it to do.
