International Shipping Problems

We are just starting to expand our business internationally, and we ran into some problems setting up shipping options.  When we tested by trying to fulfill a sales order to an international address, we received an error about the value being less than the customs value when we tried to mark the order "packed."  Has anyone else experienced anything like this, and is there a way around it?
