Shipping Cost Auto Update

Hello All,

Since 11.0.6 we are having issues with bulk fulfillments.  The sales orders entered via web services now have the additional requirement of having a shiipping cost.  I've had to put in a place holder, 0 in this case, since we have no idea what the actual shipping cost maybe.  Pre 11.0.6 during bulk fulfillment we would add in the box weight and the system would actually calculate the real shipping rate and enter it into the transaction.  Post 11.0.6, during bulk fulfillment we would add in the box weight but it would keep the shipping rate that was initially put
