Bulk Fulfill Errors

We have encountered an odd situation over the last 2 days with the bulk fulfillments.  We upload a CSV with ~20 items to fulfill and the system will return 3 fulfilled and 17 with erros saying that they need to fulfilled manually.

However, we will return the the CSV file and delete the entries that were fulfilled and reupload the ones that had errors....tada...Netsuite will allow process 3-5 more fulfillments and error out the rest. 

We can repeat this process until NS eventually fulfills all of them...BUT it kind of defeats the point of "BULK" Fulfilling.

We have tried downloading a new template and starting fresh, but this has not helped.
