Inventory Prioritization - ship from stock 1st, drop ship 2nd

We have been finding items that are normally dropshipped coming back on customer returns and getting stuck in inventory.  I would think that Netsuite would look to see what is in stock before creating a drop ship.  Is there a toggle switch that we need to change on our end? 

Please let me know if you have the same problem and if there is any thing that can be done about it.
