Adding Return Info to Picking Tickets

We have a one person shipping department. Our warehouse manager doesn't want to print a picking ticket and a packing ticket. Many of our shipments are just one item and come pre-packaged.

Is there a way to get Return information on the picking ticket OR is there a way to print the packing ticket prior to fulfillment?
