Shipping... need help manipulating netsuite... help!

We are a online art gallery/gift shop (www.bestamericanarts.com). Thanks in advance to anyone who takes the time read this post and weigh in.
Per item shipping seems logical for us since items are of varying shapes, sizes, and weights, but large overcharges seem inevitable in certain occassions if we do it strictly per-item, which will presumably leave some customers feeling disgruntled. Here are 2 examples of my dilemma:
If John Q Public buys 1 small silver necklace, we might charge about 5$ to pack and ship it... reasonable. What if Johnny decides to buy 10 necklaces? We don't want to charge him $50 to ship a box that is still quite small and weighs little. This would result in an overpayment of about $40.
