Vendor Fulfill based on location

We have a vendor who only needs to fulfill sales orders that are assigned to their location. Currently, all sales orders set to any location are showing on their fulfill shortcut. I only want them to see/fulfill orders that are set to their location.

I have the vendor set up as an employee with access and with a location assigned as well as a vendor.

I have another vendor who can only see and fulfill sales orders set to his location, but for the life of me I can't remember how I did it!
