FedEx insurance problem

We recently switched from UPS to FedEx - unfortunately the same day we were upgraded to ver 2007.  We are now having an issue that the FedEx calculated rates include a $0.50 / $100 on the fulfillments. 

The "Insure Packages" box is not selected under Setup-Accounting-Shipping.  FedEx has confirmed that this info is not coming from their side, nor are they seeing this info passed to them.

We do not want insurance calculated automatically or we at least want to be able to set the rate.

NS support supposedly has never heard of this and the NS Partner we use has been unable to come up with any cause.
