Default Shipping Address

I have default shipping and billing address set up for each of our customers, however, if Joe changes the shipping address for one of his orders from the default to something else, then Bill goes in later to enter another order, the ship to address does not go back to the default but the address that Joe has entered. If I look into the customer record, the correct defaul address is still set. Isn't the point of a default address is to have the record default to it? Anyone with any suggestions would be greatly appreciated.
