Import CSV to fulfill orders fails

Upgraded to 2007.1 this weekend.

Cannot fulfill sales orders via IMPORT CSV file

Every order fails with error message -

Errors occurred while processing the selected transaction. Please process it individually for more information.

I can process each order individually with no problem.

Did something change ?   we do not use integrated shipping
