Shipping Estimator - Multiple Packages

Can anyone explain to me how the Shipping Estimator works when I am supposed to ship multiple packages?  If I have 25 items on my Sales Order and the total weight is 500 lbs, the Shipping Estimator is returning a price of $300 for FedEx.  I don't understand how it NetSuite can come up with a price when it doesn't know how many packages I am shipping.  How did it calculate this price?  If I go into FedEx On Line and enter my information (20 packages / 500 lbs) I get a quote for $200.  I am trying to find
