Creating Customs Documentation For Exported Products

I'm trying to figure out a way to automatically create a way bill document for Customs on items that we are exporting.

This would include line items with totals, total of the shipment, Harmonized code(s) and country of origins of the item.

Ideally this could either be created along with the packing slip, or in a batch from orders that are in fulfillment that are leaving the country.. I'm a little stumped on the best way to get this integrated, but will over 250 exported packages a week, it's a bit of an issue. Any pointers would be GREATLY appreciated. Thanks Guys
