Fulfillment, Non-Inventory Items and Locations

I'm hoping someone can give me some advice on how best to deal with a problem with fulfilling sales orders.

There are two different aspects to our charity.

We have a warehouse that ships donated medical equipment overseas.  We used advanced shipping for this.

We also have a web site that accepts donations.  Most of the items on the site are non-inventory items.  When we get multiple donations on one sales order, we can't fulfill the order when there are different locations used.  Our locations are Uganda, Peru, Cambodia etc. and the items are non-inventory (most of them). 

How can I fulfill an order that contains items from different locations?
