Possible bug? able to over-pick some sales orders

We've recently starting using the bulk fulfill option.
However, I found that a couple of the orders keep reappearing in the queue. And actually I can click the fulfill button and pick the items again and again.

One such instance will read:
item                        committed picked backordered ordered
AP1135UND-BLK-SML    1             1          1              2
then I pick again and get:
                                 1            2          1              2

and I can keep increasing the picked #, bc it says need to fulfill still, so I can keep fulfilling as many times as I want and it will still read as 1 committed, and 1 backordered.

Should I call support? We have 'limit to committed' checked on our settings.
