Fulfillment not working correctly

We have setup some employees with the CREATE Fulfill Sales Order permission, but it doesn't seem to do anything.  However, we are able to set the permission to EDIT and it works fine. 

We would only like them to create a fulfillment but not edit an existing fulfillment.  Is this not possible?
