FedEx international Realtime rate wrong

We use FedEx realtime rates for international shipments which is displayed on our web site.

These rates however does not seem to include "Extended Delivery Area surcharges". For example we shipped a 1lb parcel to Cokac VIC 3250 in Australia. The extended delivery area charge for this parcel came to US$22.00and is not included in the realtime rate that we charged our customer.

This have the effect to wipe out all our profit we made on the whole order, because we charged the customer US$26.29 ($22+19.5% fuel surcharge) to little for shipping.

Only some countries or cities have this area surcharge. So I cannot see that one can fix this problem by simply adding a standard markup to all realtime rates?
