International Shipping / Country of origin req'd for Charge Items?

OK - we've been banging our heads on the wall for a while on this one

Integrated shipping will not allow anything to ship internationally unless it has "Manufacturer Country of Origin" and "Weight" - but we have "Other Charge" items associated with these orders, such as a charge for labor, warranty, etc...

NS will not allow us to ship these items internationally, because they don't have weight, or country of origin .... but NS will NOT ALLOW us to specify those values for "Other Charge" line items....   how the hell are we supposed to specify these required values ?

Any suggestions appreciated
