Multiple Location Shipping ... Calculations too high

Lets say that we get a web order for two 2lb items that have two different preferred locations.

Item A ... from location #1
Item B ... from location #2

Web-Store shipping cost = $20.00

I go into the unapproved sales order and edit the locations so that I can ship both items from location #1.  This is what I get when I recalculate shipping...

Item A ... from location #1
Item B ... from location #1

NetSuite recalculated Shipping cost = $10.10.

OK, so it initially charged the customer $10.00 to ship item B from the second location and it only adds $0.10 to ship item B if the item B is shipped from the same location as item A.
