Shipping table conversion to '%' for higher priced items

We ship items that weigh 1lb and items that weigh 100lbs!
We need the shipping table to convert to '%' when items cost more than $500 and we are finding this very difficult in NetSuite - Does anyone have any ideas on how to handle??  It would be like Pottery Barn or RH tables - fixed table $$ amounts up until larger value invoices where they convert to a % of the total.  thanks in advance for any suggestions...
