Packing Slip Printing

I am having trouble figuring out how to print a mutilple part Packing slip which we are using as both the packing slip and Bill of Lading for LTL shipment. 

We are currently using an impact printer and very expensive multi-part form.  I want to go to plain paper and have a line on plain paper multi part multi color carbonless paper.  The problem is we print multiple orders at once and when we want 4 copies of 5 orders it prints page one of 5 orders first and then page two of all 5 orders and so on.  In other words, it will not collate these.  As a result, we can not use a multi-color form.  Does this make sense to ANYONE?  Please help.
