cost of shipping: NOT customer choice

I have a very basic shipping method.  It is a percentage of total sales for US residents, but for international it is a flat rate just to get their card authorized.

Every once in a while (too often for my taste) some yeahoo thinks they should not pay the international rate for their international shipment, and they select US shipping.

What I would like the system to do is to select which option based on country, and NOT allow customers to choose US or International.

Is this possible???
