Calculate Shipping not always working

We don't have a web store, but we do have NetSuite linked with FedEx and use Calculate Shipping to give customers a quote on shipping costs.  It has worked almost flawlessly until just recently.  Now sometimes when you click on the Calculate Shipping button, it comes up with $0.00 for shipping cost.  It doesn't matter which FedEx service you select, it stays at $0.00.  Even if you try again 24 hours later, still the same.  I can enter another order with exact same items and ship-to address, and that one will calculate successfully, but the one that initially calculated $0.00
