Ability to Specify Shipping Method on Back Ordered Sales Orders

We would like the ability to specify the Shipping Method and how(our account, collect, 3rd party) and how much the shipping fees should be (our account) when a Sales Order is expected to ship partial.

ie. perhaps an order is scheduled UPS RED, but one line is back ordered.  After partial shipping, the customer wants the remaining line(s) to ship UPS GROUND (our account, no charge - or perhaps collect their account).  We would like to enter this into the sales order Shipping tab so that the fulfillment is done as requested by the customer.
