Calculate shipping insurance rate based on our cost.

We would like to calculate shipping insurance based on our cost, not the invoiced value of the package (retail or even wholesale).  I don't want to pay for $100 (sale price) worth of insurance when it only costs me $40 to replace the item.  Do you know if insurance is based on my cost or invoiced amount?
