Fulfill Process

Hello,

We are a services company.  Sometimes the sales orders are not products but services (consulting).  On my dashboard it tells me I have customers to bill (from time entered as billable) as well as customers to fulfill. 

If I fulfill then the customer is automatically invoiced, and the time to bill still exists.  If I bill the time available then the customer is permanently stuck as to be fulfilled.  Am I missing something?
