New RMA creates Packing Slip - Can we turn this off?

Currently, when we create a new RMA, a packing slip with a qty shipped -1 shows up in the packing slip printing queue.

Is there a setting to turn this off?

Why would you need a packing slip for when a customer is sending something back?
