Choose Warehouse Location Based on Ship To State

I have a drop ship vendor with 5 distribution center locations.  I want to do two things which I am not sure Netsuite can do.

1.  I want the P.O. for the drop ship to be produced for the distribution center assigned to that destination state and
2.  I want the webstore to rate the UPS package based on the origin zip for that DC and destination zip

Does anyone know if this can be done?
