Over issue of Inventory to Sub locations

Hi,

Currently we have observed that in NetSuite, when using multilocation inventory, we are able to transfer more number of items to a sub-location, than are available at the parent location. This is creating a control issue as users are intently or unintently transferring more stock which goes unaccounted for. The documentation says that this is as designed. Even scripting does not work. Does anyone has any suggestions as to how this can be curtailed?
