roles for locations

I want to have a vendor receive po's, fulfill and ship  sales orders from their location. how can i assign them a role that would only allow them to see orders to receive and fulfill  that apply to their location only. They do not need to see sales orders, purchase orders or drop ships at other locations. i use NS small business
