International Shipping: commercial invoice

We want to use the integrated international shipping tools which I am becoming familiar with.  I am having trouble locating the Commercial Invoice.  Is this document not accessible for customization?  What triggers the "reason for export" to allow me to change this from sale to sample?  Any advice with the integrated Commercial Invoice is welcomed.
