Possible to eliminate shipping on a kit?

We have a Kit/Package that consists of two non-physical items:

Account setup fee (which we recognize revenue for at time of setup)
Pre-paid annual subscription (which we recognize revenue for over the period of the subscription)

Question:

Since neither of these items are physical goods, we would like to eliminate the shipping step entirely.

The Kit/Package has a shipping cost set at 0.00, a handling cost at 0.00, and an item weight of 0.

Yet when someone orders this kit, they're charged (at least) $2 for shipping/handling.

Any way to eliminate that charge and the shipping step entirely?

NOTE: we believe we need to kit these items because the members are rev rec'ed differently.
