Can you commit inventory on an unapproved order?

Hi,
We are on NS Small Business..

We are running into a problem where we have people order online, and one person orders the last one of something but before the order is approved someone else also orders the last one?

Apparently inventory doesn't get committed until the order is approved.  Is there a way to change this so it gets comitted as soon as it is ordered?  Or at least prevent people online from ordering them?
