Sales Order Shipping Cost Not Matching UPS

When I enter an order in NS and calculate the shipping charges the cost calculated by NS is different than if I log into UPS and get my actual shipping cost.  I'm not sure why this is happening, but in some cases the freight charged in NS is lower than what UPS actually charges. 

I have our UPS account number entered in NS and have selected use Real Time Rates under UPS in Lists>Accounting>Shipping Items.  When I sign into UPS and select the detailed time and cost feature I enter the same values as in NS, but never get the amount that NS calculates on a sales order.
