USPS Integration

We just integrated the USPS/Endecia to our netsuite account and I tried to calculate the shipping cost for an international customer, however, the shipping calculator came back with $66.00 in shipping charges.  If I go to the USPS or use Endicia Dazzle the figure comes out to $43.00 including insurance.  The order has 4 different items each with different weights.  What I am noticing is that if I only have one item and calculate the shipping it comes very close to what the USPS is showing, but if I add more items it seems that Nesuite is calculating the shipping
