Unfiulfilled SOs appearing in 'Bill Sales Orders'

Last week, unfulfilled sales order began appearing in our 'Bill Sales Orders' queue in Netsuite.  I have an open case on this issue, but it is going nowhere.  We do not have 'Invoice in advance of fulfillment' selected and have not made any changes to our set up. 

Netsuite's (non)solution: turn on the 'Invoice in advance of fulfillment' and hide the unfulfilled invoices.

Has anyone else experienced this issue?
