Shipping Integration Carriers (UPS/FEDEX/USPS)

Does anyone know of a way to allow a USER ROLE, other than Administrator, the ability to change from UPS to FEDEX/USPS?

My shipping department is calling the Administrator multiple times every day to change from one to the other method and it is annoying.
