Sales Order auto- approved and fulfilled

Has anyone written a script to allow system to have two different sales order forms for different types of products? 
Currently our system have all sales orders created by role 1, approved by role2 and therefore creating a PO, and then get fulfilled by role 1.  
Now we want to add another process for gift card as new item where the maximum given out on the card is $200.00, and if it's less than 200 we don't have to approve nor fulfill (i.e. auto approved and fulfilled).  
What would be the best way to achieve this?
Can we have a system that can do all these together?
