3rd party UPS integrated with NetSuite?

I've put in a request to NetSuite to have "shipping by State" options in the shipping options.  What I seek is a "smart" shipping calculation in our shopping cart based on what zone a customer is in.

Some might answer that "real time UPS rates" is a solution, but it is not.  If I give a customer an option of say "UPS Ground" or "UPS 2nd Day", they'd first have to know what UPS zone they are in to determine whether UPS Ground would get their order to them on time.  Almost all our orders are time critical as they are for Anniversary gifts.  Second they would have to know when we'd ship out their order.  Third they'd have to know that UPS doesn't count weekends as shipping days.
