The Shippers shipper number cannot be used for the shipment

I am trying to set up UPS and as far as I can see everything is OK however when I try to fulfill an order I get thge following error message.

"The Shippers shipper number cannot be used for the shipment"

What is the cause of this message? I have two instances of Netsuite and I have copied the settings from one company to another and as far as I can see they are set exactly the same way. However on the second company I am unable to generate shipping labels as I get the above error.
